Who called from 3203723019

I just got THE SAME EXACT message! Same number too, really freaked me out at first but then I put 2 and 2 together , I will not be calling back and will be blocking the number.

2-1-2017 7:03 pm Caller ID said Public Bulletin I answered but no one said a word and then they hung up. I was hoping it was scammer, so I could mess with them.  They always get mad then say F-you and hang up :)

caller ID said "PUBLIC BULLETIN" Left no message.

Offer to test the water quality in my home. Did not "press one" to continue, obviously a scam.
