Calls to my cell phone with no message left

I get calls from this number everyday.. no message left.  How do you make it stop?

Received call today 18 May 2012, @2:27pm, left no message.  I do not have any outstanding bills and/or owe anyone any monies.....  Who are these people using up my minutes?

I am leaving a complaint on "The DO NOT CALL REGISTRY"!

I don't want this werid number to call me. It's out of state I live in Michigan and I last answered and it said "I got randomly selected for cell phone service.. Can I talk to someone of the age of 17"
