Who called from 3212968170

They called 2 times in 20 minutes.  It sounded like someone was on the line but didn't say anything. Not sure what kind of call this is.

I wish whoever is calling would tell me what they want. I have gotten several calls where they just listen and they don't say anything.

Same story, here. I got two calls back to back from this number, which I did not answer, then another call about an hour later. I answered and no one was there but it sounded like the line was open. I called the number and I got the "your call cannot be completed as dialed" message.

Yes, I don't understand why someone keeps calling.  If someone wants something or wants to tell me something all they have to do is speak.  I am a very nice person. I would listen.

I feel like someone wants to tell me something.  All they have to do is tell me. I am very understanding.  
I think that is why I am getting some of these calls.
