I got a call and picked it up from this number, it was a survey company asking me questions about my house bills. I saved it as "Do Not Answer" in my phone, and they've called once a day for a week! They've also called from 321-304-3143 which is saved as the same 'contact' in my phone.

Unfortunately, unless they are selling something or qualifying you as a sales lead for some else to try and get your permission for a sales call, an appointment at your home or to attend a sales presentation, the call does not violate the Do Not Cal list. Most non covered callers are required to maintain an internal DNC list and place you on it within 30 days or your request to do so.
Of course scammers and outright lawbreakers will call regardless of any rules against it.
I was just in Florida taking care of my Dad, and this number is in his area code, so I answered the call. Tried to answer from FaceTime my computer. I think they said my name, like "Miss Cooper?" when I picked up, but they couldn't hear me. They didn't leave a message.
