Got a call but no message left

Who is this

Some boiler room with a foreign sounding person called from this number. They started stating partial information about me. They would not identify themselves. Very rude and unpleasant.

Called my cell. I returned the call and some rude [***] hole answered. He would not say why he call. Indian accent. Says...you called... So I hung up and blocked the SOB.
They should not be allowed to call. He used spoof to make it look like a local number

Called my cell phone and said he was calling in reference to a personal matter.
