I usually never answer numbers I don't know.. but for some stupid reason I answered this one..All I heard before I hung up was "Pack your bags, you just won a trip to Walt Disney..." click
Don't bother. I complain to them everytime they call, at lest twice a week and the FCC does nothing. The do not call list is a joke if they don't enforce it

Relax everyone. The number is a masked number (phantom) from a bill collector. They are able to disguise the actual number they are calling from because most likely they are going through a system that enables them to do so. Only a bill collector will go through the trouble. Calling the FCC, Verizon etc. will do nothing. Eventually they will stop calling, just be patient.
