3231089869 number blocked recently due to scam message as mentioned.
Interestingly phone rang today with same number showing as +32 3 108 98 69 listed as Belgium.
This now blocked as well.
White Pages ( another telephony boondoggle) says that this is an invalid number
Actually its a leftover from the the old WATS service but it doesnt call return
