Dead air from an out-of-service number.

the number calls every couple of days.... no message, or they hang up seconds after answering, which makes no sense.

Caller hung up after calling. No message left. Third time calling.

Called and left NO message.  When this number was called, a standard erroneous greeting that ". . .we're sorry this number cannot be completed as dialed. . ."  Clearly a SPAM operation and/or a Phone Number Spoofing SPAM operation.  DO NOT ANSWER!
