You should be reporting this to the FCC, not the FTC.

Sorry, you are correct that do-not-call is administered by the FTC. However, for a texting spam, the FCC handles that.

Got a text from this # saying "Dear homeowner, if you are struggling to make your mortgage payment or have a recent hardship, a modification can help. Would you like to learn more about this?"... I live with my bf so the home is not even in my name. I'd enjoy sending them a F*** You, but I'm not gonna waste my time.
