Assuming it's some sort of spam as listed above

When you see a name you don't know, and they won't leave a message---what else is one left to think but "scammer"?

My phone only allows me to call out local numbers, so I couldn't even try calling her back anyway. But from what I see here, she'll get blocked!

Correction:  I DID get a "message" on my machine:  lots of heavy breathing with other noises and voices in the background.  Watch out for her!
