Don't know who it is..

This #came up on my cell phone. 323-316-1001. I understand this is a scam #.  How the heck did they get my cell #.I'm reporting this matter.

They called my phone and didn't say anything they just hung up I tried to call they answered and then hung it up I looked it up it says their address is los Angeles da 03, ca

I have a private phone with a New York area code on an emergency phone. I am in Ventura County. Answered. No one there. Lots of vague noise in background.
