This caller keeps calling my phone without leaving a message in my voicemail. I called them back and they claim that they're working for the IRS and that I have a lawsuit from them cause I owe them money. They threaten me and said that I will end up in jail if I don't attend to this promptly.
I know they're scammers but they still ruined my day with their threats. They're very aggressive and speak with a very thick accent. They are almost screaming when they talk to you demanding money.

I receive calls from this number and they do leave a message that states they are from GE Capital and I have been approved for a $5000 loan and to call them back. Of course I won't I receive 25 calls of people claiming I have been approved for a loan it is also all over my spam mail as well.  I am so tired of it. I find it interesting that they want to give me money and with other people they claim they owe money.

These calls are likely not coming from a real bill collector, loan company, or any government agency.  More likely, these calls are coming from cowardly criminals hiding behind a magicJack device plugged in at some God-forsaken corner of the world where there is Internet service.  They simply use a magicJack device and your fear the same way a common thief uses a toy pistol hidden in the pocket of his overcoat to make a bulge that looks like a real gun.

MagicJacks are readily obtainable outside of the United States for about $100 US and can come with up to a year of free calling to the U.S. and Canada.  In India, see, for example,

So it doesn't take long to turn a profit, even if only 1 to 2% of the people they call are stupid enough to believe the scammers.  And India has a high poverty rate, low salaries, and a corrupt government that doesn't cooperate with our government in arresting these scammers.  So to someone in India, or in many other places, for that matter, it may make cold, hard economic sense to invest in a magicJack and randomly call blocks of numbers - particularly blocks known to contain cell phone numbers - in hopes of finding a suitably gullible person to scam.

In addition to the regular reporting channels, you might also report the abuse to YMAX Corp.  This corporation is a fully-owned subsidiary of the company that sells magicJacks and is in charge of assigning telephone numbers to magicJack devices.  I have seen reports that they are pretty good at responding to complaints and may be able to permanently shut off a magicJack device, if necessary, so that it can never be used again.

You should also make a complaint to your state's attorney general's office, letting them know (if true) that the calls appear to be coming from a magicJack overseas, and that YMAX Corporation appears to accept subpoenas from government law enforcement for information that might be used to identify the scammers and at least shut them down.
