Received call on cell at 10:00am. I am in LA. Did not answer because I don't answer when I don't know the caller ID number. Called the caller ID number from my office landline immediately. A recorded message stated (a male voice): "thank you for calling. The survey you are calling about is now over. If you would like to be removed from our list..." at which point I hung up. It was a robocall. I went to this site and saw all the complaints. I blocked the number.
If this is a legitimate survey then the DNC list does not apply. However, that is a very big "if" in this case. Most likely the "survey" is a means to qualify you as a sales prospect for a solar panel company and that action does indeed violate the DNC list rules.
