Keeps calling 4to5times daily i will not answer these people need to serve some prison time

Driving in my car and my cell rings, the number shows up on my dash as a 1-904#. I answered and she had an Indain accent, she told me my insurance dropped 33%, I said WHAT! And hung up. Later when I got home I went to check my cell phone recent call list and look up the number and it was 323-403-0749.there bouncing numbers
I have got five calls from 956 am on the hour till 156 and through out the day they called no messages or anything really getting pissed if they keep calling 3234030749 is the number and I don't t know what they want but who would call five times in four hours
Calling me for past month all hours of day. They never leave message. Blocked but still call. Today I answered. Female w/ broken English alleges to give me big discount on auto insurance. Told her I did not under her and to speak English. She disconnected.
