Scam calling my cell phone

CALLS MY CELL CONSTANTLY AND REMAINS SILENT, PRANK/AUTOMATED.

called my cell phone called it back from another phone and its a recording in spanish

Calls me constantly and speaks in spanish

I've never been allowed any constitutional rights. I have Scam numbers all over my phone's. They beat me  assault me and entrapped me threatened me tried to kill me for nearly 40 years I've notified the government agencies I've consulted for the government agencies and no one not one person I was ever responded.
It's not my Scam I don't know how it works all I know is I'm not allowed anything and these people should start paying me.
