9:30am. 2 rings then hung up. Caller ID said Los Angeles CA. Since I didn't recognize the ID and know no one in Los Angeles, I didn't pick up. Obviously phishing. I blocked the number and reported the call to the FTC (888-382-1222).

SAME THING WITH ME - calls my cell phone at my expense and there is no one on the line - nothing! ~ the next time it rings from this number i am likely to either not answer it at all or to reject it.

Some foreign person called and said I was getting a 5700 dollar grant.  But then starting cuzing at me according to the jerk I was getting this money as long as I bought a green dot money card and paid to exceed the amount on it.  $130.  he started cuzing when I said he was a thief and wanted to take my money.

It is a scam.
The government does not offer grants to individuals for personal use.
It is a scam ran by off shore con artists to trick you into sending unrecoverable money to them, you get nothing in return.

The only legitimate avenue for government grants is through www.grants.gov which is the official US government webs site for grants.

Please note the following:

No government grant-making agency will make phone calls; send email or letters to solicit money or personal banking information from a potential grant recipient.  
There are no processing fees for federal grants.
Federal grants are not issued for personal use, but are intended for institutions and non-profits to carry out projects with a public purpose.
Know who you're dealing with on the web.  Scam artists will often post a website with a name similar to a legitimate site.
If you have provided personal banking information to anyone claiming to be associated with a Federal grant agency, call your bank immediately to prevent unauthorized access to your account.

If you receive a call, mail, email, FAX, or any other form of communication soliciting you for a grant, STOP.

I received a hang-up call from this number on 4-28-2014 in mid afternoon when I wasn't home.  They left no message.

The real owner of this number is Law To Success (in Australia!) owned by Adrian Law and others.  They appear to be motivational consultants for business people.  I suspect the scammers stole the number off their web site and used it.  It's happened before.  I doubt that this company would call random people.
