The caller said it was from "CTI".
When I returned the call I was connected to a recording by a "welfare type." The apparently illiterate individual provided a truly bizarre message that made no sense and then put me on hold. I don't know where the number came from and have never heard of "CTI."
Calls EVERYDAY! No one ever says anything, but I can here them moving around and voices in the background. If answering machine picks up, they hang up. I tried calling back and weird things happened!
