The reason is that States and US prison system have these call centers at majority of prisons in US. it is quite realistic that the voice you here selling whatever is that of a prison inmate. They ignore the "DO NOT CALL LIST because it is income and is not enforced by anyone. Just google "US prison telemarketing centers".
