The joke is that in Southern California , Southern California Edison is lobbying for a special fee to tack onto all homeowner who have a solar system in order to cover the costs of providing a connection to the grid, but not being able to sell as much overpriced electricity. In addition, for people with solar who can sell back excess electricity in sunny months, Edison is asking to be able to only pay the wholesale cost to homeowners instead of home retail cost.
Yet another company trying to force solar panels on the tax payers that already paid for them with tax dollars through the stimulus package to companies who have gone bankrupt and walked away with billions in profit. Government job creation at it's best... Now we're all harassed by non stop phone calls pushing these things that nobody wants.
