The government is becoming more aware of the importance of stopping these people.  See the second item in this Internet Crime Center alert:

You can, and should, file a complaint against them at http://www.ic3.gov/complaint/default.aspx .  This is the US government Internet Crime Complaint Center (IC3).  Because many, if not most, calls -- especially from overseas -- travel over the Internet these days and because the alert mentioned above concerns telephone calls, I think it is legitimate to report attempts at extorting money from you to IC3 these days.

You should also report the incident to the Federal Trade Commission.  Here is information on how and what to report, as well as links to reporting forms for both the FTC and the various state Attorney General's offices (near the end of the FAQ):

Many states have separate Do Not Call lists with somewhat different restrictions on callers.  If you are not already on a state list, you should find out how to get on it in your state, who it covers and what types of calls it is directed to.  Sometimes the state lists are more strict than the federal list and more effectively enforced.
