Recorded message claiming to be able to lower electric bill for Los Angeles homeowners.

That just happened to me right now. So annoying.

Called twice in one day, 3hrs apart, no message... blocked

Have been blocking these calls everyday for over a week now! How do they get my CELL??? Want to block all 213's 818's 310's but what if it is actually important!
They are relentless !!
