Whomever this is, they call all the time. I refuse to pick up the phone.How can I stop these calls?

she is actually calling everyone that lives around me. we called her to see who she was. after getting some info from her machine and doing some research...i found out her name is renee williams.  She lives in san angelo tx.  i think somewhere between abe st. and koenigheim st.
