Who called from 3257161645

Lately I am getting a lot of calls from numbers like this.

Called and left no message.  Any idea who this is?  Caller ID said Local call.

I received a call from this number and answered as I thought it was someone else. The person claimed to be from the Colorado State Fire Fighters Association and they were looking for donations. Seems a bit fishy if the number says local (I am in Colorado) but the internet says it's from Texas.

Left no message.  Caller ID said "Local call."  I live next to and can actually make "local calls" to some parts of area code 325, but 716 is in San Angelo and is not local for me.

I got the call but did not answer it. The caller ID said Local Call but 325 is a Texas area code. They did not leave a message.
