They called us today like 2 hours ago asking for my mom (hername) and we said she wasn't home so he pretended to be my cousin and he had us guessing his name so we guessed one of our cousins name and he's like yea it's me I'm trying to go over to surprise your mom and to buy a truck but I got fined for having a lot of money and they even had a lawyer on the line and wanted us to deposit him money. We called my cousin who we thought it was but he had no clue. My mom was so scared when we told her hopefully these evil people get caught ASAP.

This is a common scam - they call from Mexico and dial numbers of American people with Hispanic names, pretending to be a cousin or grandson and playing a "guess who?" game so they can fish for a name. Then they will say they are on their way to visit you. This is always followed by a second call, where the fake relative will claim to be hurt in an accident, or to have hurt someone else in an accident, or that they are kidnapped or detained by customs agents or the police - then they will ask for a lot of money to be wired to them ASAP.
Many of the numbers they call from begin with 331 or 333, which are Mexican area codes (though 331 also happens to be an area code for Illinois, 333 has no American equivalent).
