harassing phone calls.....asking if you are black or white.

Caller could not speak clear English and said I had a cashier's check from the Publisher Clearing House.... I hung up.... He called back and asked how come I hung up and I said I did not believe him.....  he started on about seeing is believing and I just hung up the phone. Second phone call saying I won something from them.

I got a call from this number.
I answered without looking a Caller ID, because I was expecting  a call.
Sounded like an older, thick voiced man.
Asked for me by name.
I said "What do you want"?
He replied "What do you mean, what I do I want"?
I told him to F you and hung up.
