Man identified himself as Jay Ferguson for the NC Trooper's Association, asking for money. I just laid the phone down and let him talk until he eventually hung up.

NC Trooper's Assn... asking for money.   I.e. Charitable donations request.

it is a recorded message.  Would not give money to the troopers anyway.

Reading posts this makes sense. I get calls this tome of year by troopers grubbing money. They don't leave a message but wait until you pick up, so DON'T.
