Another Caller ID spoof, courtesy "Cardholder Services".
"Hello, this is Rachel from cardholder services. There is nothing wrong with your credit card, but ....."
Dial the number back and you hear a stutter-dialtone, then a rapid busy signal.

This number told me that the dogs are making noise and something about me screaming at the man. What the heck is goin on I don't have a dog!

Yet another call from "Rachel at cardholder services".  Didn't bother clicking through to the live body this time -- I've already done that with them multiple times and told them they were in violation of the law and were being immediately reported.... they keep calling anyway.

Every time they call, report them to the donotcall.gov -- EVERY time -- if they get enough complaints, maybe they'll make them a priority.  

I suspect they're phishing... which surprisingly isn't one of the selections in the pull-down below.

Report them to the FCC -- Each and Every time they call you, regardless of the spoofed phone number
