Received a call from 347-269-2313 on 5/13/2016 at 4:19pm EDT. Caller ID displayed "New York NY". Did not answer and a message of 1 and a half minutes of silence was left.
Based on the comments posted here and elsewhere, as well as the similarity to other numbers in the 347 area code displaying the same caller ID, it appears that this is another number being used by the "Free Cruise" scam. The last 6 calls I have received from this scam have all come from the 347 area code.
I have added this number to my Google Voice block list. If the caller attempts to call again they will receive the not-in-service recording.
