Man called himself Joe Mackel and said he was from the "Police Conference Association," so a scam was suspected, so we hung up.

Hang up on landline, the usual.

Unknown caller, no message, caller id says New York NY

Caller ID'd himself as Joe Macko of the Police Conference of New York and feigned a bad connection when I tried to inform him I am on the DMA Do Not Call list. Sounds like a phony to me using the PCNY as a front to solicit a donation.
