I received a text message from this number today telling me to respond to it if I wanted to save money on gas and electric bills.

Just got the same here.
Looks like it's a number from Brooklyn, but other than that I can't figure out anything for it.

I just got this right now, too.  I googled it and found only this..... I hope this does not cost extra money, but I feel that texting in reply would be a bad idea.
