A middle eastern man keeps calling me claiming to be the IRS.  He also said there is a lawsuit against me.

Keep getting call about final Irs claim

This number keeps calling me saying that this is the final notice - the IRS will be suing me.  They don't say what the underlying issue is, they just leave a number to call back.  It's clearly phishing.

The IRS website says to report the call by e-mailing [email protected] (Subject: 'IRS Phone Scam').

It is a scam.

The IRS does not initiate contact via a phone call, they first send postal letters.
The IRS does not threaten arrest.
The IRS does not demand immediate payment over the phone.
The IRS does not ask for Credit card, Debit card, or prepaid money card information, at all.

It is a scam ran by offshore criminals attempting to trick you into sending them money.

I got a robo call from this number saying they were the IRS and they were filing a lawsuit against me. Note to everyone on this site, if you go to irs.gov, you will see they state they never make outgoing calls and will never threaten to have someone arrested. Do NOT call them back, they are phishing for information.
