Please help me find out who this is he call very late and says he's the police department

This happens everyday, sometimes two times and I don't pick up...but when I tried to call them back...its busy. or they hang up..

they constantly call me, I just came home from the Hospital and the phone rings and their asking for money, I said I have a hospital bill to pay, they Don't CARE they still want a donation...there are a bunch of #'s they call from also  ending in 3759 ... I'm tiered,
