This is known as a 'Money Box' scam. You are contacted by a military person, Despot ruler, Nigerian Prince. Take your pick. They want your help to move (money, gold, diamonds, Topp's Baseball cards) out of the country. For your help, you get a 'cut of the action'. In Nigerian 419 scams - this one's an oldie. Dates back to the days when such scams were sent to you by snail mail. They involve advance fee's, or giving personal/financial information.
