This is a criminal extortion ring operating out of India. ABC News released an investigative report on it in June. The FTC has indicted one of its ringleaders for criminal fraud:

I just received a message on my business phone, could not understand what the person was saying except that he wanted me or my attorney to call him back 2 seconds after I listen to the message, and he said something about my dept problems, and that he could not leave any other information because its a voice mail. I knew that it couldn't have been legit because I know when bill collectors call they leave all kinds of information on your voicemail...I use to be a bill collector.
How do these people get business numbers?
