Called my cell, id'd as being from NY, left no message

Didn't recognize the number.

Received a call on my mobile phone from 347-676-2769 on 3/8/2017 at 6:31pm EST. Caller ID displayed "New York". Did not answer and no message was left.

Based on comments posted on it appears that this is another number being used by the various "Electric Service" scams. I have added this number to my Google Voice block list. If the caller attempts to call again they will receive the not-in-service recording.
