If he was from OSHA, he would have said so. I looked this up and noted that another guy said it was "Safety Services", which I have heard of. They pressure businesses into thinking that they are being investigated by OSHA, and that they "must take" courses to comply with OSHA regulations. This is a misconception. OSHA practices are freely available on the OSHA page, along with recommendations on safety practices for businesses, depending upon what field they are in.
