I received a call 10/18/12 from a man with a very heavy accent.   Could not understand him and he put another man on the line.   Still heavy accent.   This man told me that he was with the technical department of Windows and that their service center had been receiving error and warning messages from our computer.   He said that our IP address has been hacked.  I told him that I had no idea what he was talking about since I'm old and only do e-mails, would have to have my son call him back.  He gave me this number and when I asked where he was located, he said Sun City, CA.   Obviously not true according to your information that the call came from NY.
