There is a widespread IRS (or CRA) or "tax scam" being  practiced by scammers on both USA and Canadian residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

On March 12 I got a call like from IRS investigation service, that I should immediately sent them ~$3000, otherwise I'll be arrested by police. Initially it was a man, than a woman. She told her name Terrisa Moss and she will call later, when I take cache from my account. They did not call me anymore.
