Calls constantly from different numbers even though I'm on the no call list

same with me getting this call on the home phone and cell. I did hear about scam calls, that they sak you if you hear the, and they wait for you to say "yes'  which they record and they charge you a lump sum for something that "you ordered".  Never answer "yes" !
