Ok, he said his name was Agent Jonesy, was part of an oragnization called DICE and that if you paid him (donation to the organization) he wouldn't turn you over to their prosecution department. It is a scam, and just report him to the police. Do a reverse phone look up and you will see that his phone is a cell phone registered in the Bronx.
