I called our local operator.  She they could be calling from out of the country where the "do not call" lists are not used.  It would be interesting to play along with them to find out what's up, but I certainly wouldn't give them my CC number.  When asked, they said they could lower rates on any of my credit cards.  I believe it's a scam!
