I too am listed on the national and florida do-not-call registries and I received a call from this number. I am filing a complaint. You can do it here:

Florida: https://www.fldnc.com/FileAComplaints.aspx
I live in Orlando and have my cell phone listed on both the National and Florida Do-Not-Call registries. I received a call just 10 minutes ago from someone calling themselves, "Certified Home Services", asking about my electric bill. They claimed that there is a grant from the state of Florida for helping me reduce my electric bill if it is over $130/month.
Right away, this sounded shady (especially since I've received 2 or 3 similar calls in the past 6 months, but I can never seem to get them to stay on the phone with me, once I ask for verification of who they are!). I asked for the website of their company - they told me www.energyflorida.org.
When I asked for their license number for the state of Florida, they said it was on the website. There is no license posted anywhere on that website (which is not at all an electrical service company), so naturally I did not think that Energy Florida (based in the Space Coast, not Orlando) was at all affiliated with "Certified Home Services". I tried to find out more about them, but all I have is their possibly-spoofed phone number: 352-792-2744.

I received a call today from that number. When I called it back, a nice lady answered and said that she is in the process of changing her phone number because she received several calls from people like myself who got calls from her number. Her phone number must have been hacked.
