IRS Scammer. Whether this is a cloned number or not, I haven't seen.

Definite IRS scam.  Go to www.irs.gov if you think you have any legit IRS issues.

This is definitely a scam/phishing.  The IRS will NEVER robo call you if there is an issue.  You will receive proper documentation in the mail with a direct number for you to call.  You can also go online as Ron shows above to www.irs.gov to see if you have any outstanding issues with the IRS.  Do not give these criminals any information...just hang up on them.
