While the IRS cannot "put a lien on a driver's license" there are states that are suspending driver's licenses for unpaid taxes. Thus the fear.

We received a voice message on our answering machine stating the IRS was filling a lawsuit today. When I called back at 360 200-0891 a women answered and when I asked if I had reached the IRS office, she said no, then quickly corrected herself and said hold on. A man with broken english answered my call, gave me his badge numbet DC1928 and said his name was officer Jerry Rice, (Mr. Jerry) and that we were being audited for years 2008-2012 due to miscalculations and incorrect information on our tax forms. I had a very hard time understanding him, but he patiently repeated everything. We owed $4,821.69. They had tried to contact us 3 times by mail, but we weren't home and the information was too confidential to leave with a neighbor. He said each time a slip was left in our mailing box telling us to go to the post office and retrieve a letter. Since we didn't do that the letters were returned to the IRS. If we didn't pay tonight, our credit rating would go down, our bank accounts would be seized as well as our driver's licenses and the local authorities would be probably being coming to take us in. He would be able to stop the court action if we could pay $1,446.50 by going to an address he would give me and having the money converted to an electronic voucher. When I told him I couldn't get that much money tonight, he put me on hold for a second time. There were many voices in the background-probably other scammers-and it was extremely hard to understand. While on hold I googled the phone number and read the comments so when he returned to give me the address I coukd take my funds, I told him we were going to consult with our lawyer before doing anything and he said that they would move forward with the lawsuit then.
One call yesterday and two today so far with voice mail stating the IRS "Internal Revenue Services is filing lawsuit against you," and call immediately 360.244.4261, the department bogus case # number, to settle the matter. Call block screen displayed Novato CA but the other said Long Beach, WA.
I decided I wanted a bit of entertainment to go with my morning coffee, so I called # back and an idiot answered. He said his name was James Smith IRS. I said well I only deal with my own IRS agent his name is Mike Hunt is Mike Hunt available?" He stated "I do not know a Mike Hunt.I think uhhhh he not worka here." I said fine there is another IRS guy his name is Harry Bush is he there??? I asked him to page Mike Hunt and Harry Bush. He said "no no I am one signed to your case not those guys."
I was ready to LOL . I said how is your scam going today Loser?? He then hung up.
These guys are complete single digit IQ imbeciles and morons.
All they are good for is a cheap laugh.LOL.
Sad thing is that people probably fall for this [***]. I just got the message, it was an automated call. I am going to report this to the IRS. They probably do get people to send them money and this a serious crime.
