the FCC does take complaints, so that statement is wrong and unsubstantiated.  You have an agenda to drive people to consumer reports magazine so that they can sell subscriptions since that so called petition will go nowhere and do nothing.  The FCC has already told the telecoms what the rules are and they will enforce them.  You did however put your rant ignorant rant up on a full moon weekend so that might explain some of it.
