It's an inmate from Washington state corrections. They might be calling you because they have the wrong number! They can't hear anything on the other end so that's probably why they are trying to call multiple times. Just listen to the recording g it gives you an option to block future calls of this nature.
People - be serious. No one gave your number out. This is from a friend or person that someone knows in your household. An inmate it trying to reach you - not a telemarketer. your number wasn't stolen or given out - it rings because someone is trying to talk to you.... sheesh. sometimes they pay for the calls themselves, just listen to the recording - it will tell you if it is collect or they paid for it.

know anyone in jail, and don't know anyone in this area yet...
Why am I getting calls from inmates?? Probably calling someone who had this number
before I did...
