It is a ship horn, then a recording of a guy saying "This is your captain speaking. You have won two free tickets for a cruise to Nassau Bahamas. Simply answer 10 questions..."
There are apps for blocking calls on your cell phone. I use Call Control; there are probably others. I got a telemarketing call from this number this morning and promptly blacklisted it - my Droid will now answer and immediately disconnect whenever the number calls me. (You can also set it to send unwanted calls directly to voice mail or to mute the call, which turns off the ringer and flashes a banner warning you to not answer the call).
We have gotten this call numerous times at my work and I just got it this morning on my cell phone. We also have received things from them to our fax. Something went through recently giving telemarketers all cell phone numbers. There is a number that you can call to have your phone taken off of these call lists but I don't know the phone number off hand. I just looked it up online and you can try this, maybe it will work. https://www.donotcall.gov/
