Called me at work and hung up after 8 secs without saying a word

Same MO: called then hung up several seconds after I answered. Must be a data harvester determining valid phone numbers to then sell as "leads" to other scummy telemarketers. Block!

This happened to me as well.  They called, I said hello and 8 seconds later they hang up. Did a reverse search and found that it is a land line in Bremerton, WA.

They called machine recording wanting to lend money. Press 1 to speak to a rep & press 2 to be removed from their call list

No matter how many times I block them on my cell they keep calling from different numbers. Don't even bother pressing 2 it doesn't work.
