It's a job search firm (or claims to be). If it were legitimate, they would leave a VM if you don't answer so would classify them as scammers/telemarketers.
They called, when I answered it hung-up, so I called it back because I got to the phone late and I thought it was about a job or something. I asked him how he got my number and he said I expressed my interest in finding a job, the only place I have been looking for a job is GDOL, and Snagajob.com. So my thought is that Snagajob give out your information to 3rd Parties.
