Same kind of call except mine only left part of the message. However, note: "There are only four types of debt for which the federal government will withhold your tax refund or send it to one of your creditors. These debts include past-due federal taxes, state income taxes, child support payments and amounts you owe to other federal agencies, such as federal student loans you fail to pay.
As a result, the collection agencies that your other creditors hire to obtain payment from you cannot intercept or garnish your tax refund."
The only catch to this is if you deposit your refund to your account, they can get to that because technically that is not controlled by the IRS once it is credited to your account.
Plus if they do not leave a legitimate name, I refuse to get really upset about it anymore. If I really owed them money I would be receiving a name or something official in the mail.
On 10/22/2015, a call from this number left a recorded message regarding "an IRS lawsiut to be filled against you", this your last opportunity etc. Other calls from this number have similarly gone unanswered, but this was the first time a message was left.

I also received this "robo call" from this 361-265-4210 on 10/22/15. I know I don't owe the IRS so I wasn't worried about this veil threat. I said go for it, you can't get milk from a turnip.
